I have a 9.0' ceiling, and a 22.5" by 54.5" attic opening.
Can I buy a ladder for 9.5' to 10.5' ceiling, and remove one or more steps/segments?

You would need to purchase the ladder for your ceiling height, SKYLARK-CON-2248-96. Your current rough opening will have to be modified to accommodate this ladder.
